PROPOSED STANDING MILES OF THE SYNOD OF CATAWBA In accordance with the order of the Synod of Catawba, in session at Grace church, Win ston-Salem, N. C., October 10, 1929, we are submitting below, for the information of the mem bers of Synod, the proposed Standing Rules for the Synod of Catawba as recommended by the Stated Clerk, Dr. J. A. Sav age, and revised by a Special Committee appointed by Synod. —F. C. Shirley, Chairman of Special Committee. I. The Synod 1. The Synod of Catawba, comprising the Presbyteries of Cape Fear, Catawba, Southern Virginia and Yadkin, covering most of North Carolina and all of Southern Virginia, is a con vention of the ministers and one ruling elder from each congre gaton in the above mentioned territory. 2. The Synod shall meet an* nually on the second Wednesday of October at 7 :30 P. M. Pro-re nata meetings may be called by the Moderator in accordance with the terms of the Constitu tion. • 3. The General Rules of Judicatories, recommended front time to time by the General As sembly, shall be the rules of thiB Synod upon the questions and orders to which they relate. II. Officers. 1. The officers of this Syn od shall be a Moderator, Perma nent Clerk and one or mpre Temporary Clerks. 2. The Moderator shall ibe elected annually, by ballot when there shall be more than one candidate, ffie dirtfes Shah be those defined in the General Rules for Judicatories of the Presbyterian Church in the U. S. A. He shall appoint a Vice Moderator who shall preside up on his request. 3. The Stated Clerk shall be elected for a term of three years. It shall be the duty of the Stated Clerk: (a) to give no tice of the time and place of the meeting of Synod; (b) to notify chairmen of committees of their appointed duties; (c) to lay on the Moderator’s table at the op ening of Synod the printed docket, and aid the Moderator in such duties as may be necessary to the prompt execution of Syn od’s business; (d) to notify Stated Clerks of Presbyteries of recommendations passed by Synod relating to the Presbyte ries; (e) publish the minutes of Synod and send copies to each minister and ruling elder member of Synod; (f) and such other duties as the usage of the office requires. The Stated Clerk shall receive a salary of $25 per year., 4. The Treasurer shall be elected for a term of three years. The Treasurer Shall re ceive from the Presbyteries the annual assessments for the ex pense of Synod and other collec tions due the Synod. This, mon ey he shall hold for the Synod. From it he shall pay the expens es incurred, by action of Synod, upon vouchers issued iby the Stated Clerk. The account of the Treasurer shall be audited an nually by the Finance Commit tee. . _. 5. The Permanent Clerk shall be elected for a term of three years. It shall be the duty of the Permanent Clerk: (a) to keep a faithf ul record of all .the proceedings of Synod; (lb) to preserve all reports and papers received by Synod in convenient and orderly file and deliver them to the Stated Clerk upon ad journment. The Perpianent Clerk shall receive a salary of $10 per year. 6. The Temporary Clerks shall be elected annually and j shall assist the Stated and Per manent Clerks. Each Tempora ry Clerk shall receive $2.50 for his services. III. The General Council. 1. The General Council of Synod shall consist of the fol lowing members: The Modera tor, who shall be the Chairman; the Stated Clerk who shall bq Secretary; Synod’s Chairman of Committee on Program and Field Activities; the Chairman; of Synod’s Standing Commit tees on each of the four Boards; one minister at large from each Presbytery and one elder from each Presbytery. The ministers at large and the ruling elders shall be elected for a term of three years. 2. The duties of the General Council shall be such as are set out as belonging -to General Councils in Chapter XXVI of the Form of Government. IV. Committees The Committees of Synod shall be divided into three classes, viz: Temporary, Stand ing and Special. A. Temporary Committees, these shall be of two hinds: 1. Those appointed by the Moderator to serve at each an a. Bills and Overtures, three ministers and two ruling elders. One of the members shall be the retiring Moderator. b. Judicial Business, three ministers and two elders. c. Leave of Absence, two ministers and one ruling elder. d. Presbyterial Records, one minister and one ruling elder for each record. e. Resolutions, two ministers and one ruling elder. f. Place of next meeting, two ministers and one elder. 2. Those appointed to report at next meeting of Synod: a. Committee of Arrange ments, the Stated Clerk with the Session of the entertaining church. b. Committee on General As sembly Minutes, one minister and one ruling elder. B. Standing Committees: 1. National Missions. This Committee shall consist of two tninisters and one ruling elder elected for a term of three years. 3. Christian Education. A Chairman elected by Synod for a term of three years, the chair men of committees on Chris tian Education in the four Pres byteries and one ruling elder from each Presbytery shall con stitute this Committee. 4. Pensions. Two ministers and one ruling elder, elected for a term of three years. 5. Necrology. The Stated Clerk of Synod and Stated Clerks of the Presbyteries shall compose this committee. *6. Program and Field Activ ities. This committee shall con sist of a .chairman elected by Synod for a term of three years, the Chairmen of Synod’s Stand ing Committees on the four Boards and the chairmen of committees on Program and Field Activities in the four Presbyteries. The President of the Woman’s Synodical shall sit as a corresponding member of this Committee. 7. Finance Committee. Thh committee shall have 4 mem bers, elected for a term of three years. One member shall come I each Presbytery. Synod designate the chairman. Committee shall audit the accounts of the Treasurer and prepare-a budget of expendi tures and recommend to Synod the rate of per capita assess ments needed to meet the ex pense of Synod for the next year. j S. The Presbyteries r l. The Stated Clerks of the Presbyteries shall furnish the* . Stated Clerk of Syn od at least ten days before its opening with the following in a. A complete roll of their ministers, churches, ruling el ders, and clerks of sessions ar ranged alphabetically. b. The annual report re quired by the Form of Govern ment, chapter X section 9. c. A full roster of the Stand ing Committees with the ad dr essses of all the chairmen. VI. Amendments These rules shall be changed only by a two-thirds vote of the members present at any regular meeting of Synod. CATAWBA PRESBYTERY IN FALL SESSION By Rev. A. H. Prince, Perma nent Clerk The Presbytery of Catawba met Thursday evening, Septem ber 11, at 7:30 a’clock with the Lowrey’s Memorial church, Wadesboro, Nr C., Rev. J. H. Cowan, minister. The opening sermon was preached by the retiring Modr erator, Rev. J. H. Cowan, from the texts Psalm 121 and John 4:35. The burden of the mes sage centered in a forceful urge for Christians to descend to the valley and work among and for suffering humanity. After the sermon the Presbytery was con stituted with prayer and the of ficers were elected. Rev. C. P. Pitchford was unanimously elected Moderator and the Rev. 0. E. Sanders, Temporary Clerk. Attorney R. S. Pruette, of Wadesboro, and Mrs. Mary Lily, member of the local church, gave fitting words of welcome to tlie Presbytery on behalf of the city and church, respective lp. Rev. F. C. Shirley made the response for the Presbytery. Corresponding Members The Rev. C. Orville St. John, of the Presbytery of Chicago; the Rev. P. T. Thomas, of the Pee Dee . Baptist Association; and Rev. J. A. McKay, of the West Central Conference of the A. M. E. Zion Church, were ac corded seats as corresponding members of the Presbytery. Reports of Standing Commit tees ;-j The reports from the Com mittees on the four Boairds were had which were full and comprehensive. Each report showed a careful preparation on the part of the committee. Dr. L. B. West, Chairman of the Committee on National Missions, made his report. Dr. Charles H. Shute, Chairman of the Committee on Christian Education, submitted the report for the Committee; Rev. R. Z. Beatty, Chairman of the Com mittee on Foreign Missions, gave the report, and Rev. 0. E. Sanders, Chairman of the Com- j mittee on Pensions, made his J report. Rev. C. Orville St. John, of the Presbytery of Chicago, and representative of the Board of Pensions, spoke to this report. McCrorey, chairman, Reported on the General Assem bly Minutes. i Other Concerns of the Pres" bytery A petition to the Presbytery requesting the organizing of a Presbyterian church in Biddle Heights, Charlotte, N. C., was approved and a Committee was appointed by the Presbytery consisting of Dr. Robertjl P. Wyche, Dr. Charles N. Jenkins, Rev. W. S, Plair, and Rev. F. C. Shirley and Elders W. E. Hill, C. B. Rhyne, and E. W. Wallace to perfect the organization of this church. Rev. 0. E. Senders and Dr. H. L. McCrorey were nominated as principal ministerial copamis sioners to the next General As sembly meeting and Elders W. M. Phifer and S. M. McClel land were nominated as lay commissioners. Revs. W. A. Grfgg and A. R Pyinee were nominated i as alternate * 'minis-' teriai commissioners, and El ders T. J. Vanlandingham and' W. E. Hill were nominated as alternate lay commissioners. The Rev. J. A. Ramsay, of the Presbytery of British Gui ana, was received into the full membership of the Presbytery. Rev. A. H. Prince was elect ed as Director of Stewardship in the Presbytery and will have to do with the promoting of Stewardship among the young people of the Presbytery. Rev. Nathan Bell was honor ably retired by the Presbytery. The report of commission ers to the last General Assem bly was made by Dr. F:. T. Lo gan and Elder E. W, Wallace which was commended by the Presbytery. ' ' A censure was placed upon the sessions of Henderson Grove, Lawrence Chapel, Good Hope, Shiloh and Huntersville church es tor neglect in presenting their sessional records at the Presbytery. They were further requested to bring them at the mid-winter meeting of the Presbytery. Overtures A and B were an swered in the affirmative and negative respectively. Mr. Edw. W. Jones and Mr. C. W. Boyce, of the University church, were examined by the Presbytery as candidates for the ministry. Their examina tions were sustained and they were taken under care of the Presbytery for the study of the gospel ministry. Mr. J. M. Alston and Mr. Mur ray Kearns were re-recommend ed to the Board of Christian Ed ucation for aid in the study of the ministry at Johnson C. Smith University Seminary. A commission consisting of Dr. C. H. Shute, Dr. P. W. Rus sell, Rev. F. C Shirley, Rev. 0. E. Sanders; Elders W. E. Hill, James Matthews and Charles B. Rhyne'was appointed to visit the Lloyd church and bring about peace in that congrega tion. The Presbytery was agreea bly entertained by the people of Wadesboro. The seeming “hard times” could be hardly realized, judging from the tables that were spread for our enjoyment and the homes that were at our disposal. The Presbytery Was well attended, having over 25 of the 37 ministers present, and more than 15 elders. The business was dispatched in. orderly manner, and frank and free discussions character ized Presbytery. We hardly will forget the Wadesboro session of Presbytery soon. “God be with you till we meet again” was sung and we adjourned to meet in mid-winter session with the Brooklyn Presbyterian church, Charlotte, and in Spring session with the Third Street Presbyte rian church, Gastonia. GRACE PRESBYTERIAN CHURCH, ABINGDON, VA. By Mrs. Gladys Wright Editor the Africo-American Presbyterian: Perhaps you have not heard before from the. Ladies’ Mis 3iuuoijr ui tnio uewtjr organized church, which is" do ing a splendid work, to say the least. Mrs. J. S. Gillenwater, President, called a meeting Thursday afternoon at 3 P. M. After a spiritual devotional and minutes of last meeting the matter of raising funds to fin cussed. We were glad to have ish paying our quotas was dis present with us our, pastor, Rev. Shepperson, of Bristol, Tenn. After some discussion pro and con it was agreed to have a “sales line” at the next meet ing. On this line will be pinned articles such as towels, aprons, caps, etc., which will j>e made and given by the members. It were offered by Mrs. Dora Frac tion, Mrs. Julia Jones, Mrs. Martha Campbell and others. The question of knowing more about the Church and Presbyte rianism was raised and dis cussed, which resulted in nam ing for this information The Presbyterian Magazine and the Africo-American Presbyterian. It was decided to have both pe riodicals come to the Society later. Enroute to Rogersville, Tenn., to continue their studies in Swift Memorial College, Miss Fern G. Carter, Miss Irene Bur rell and Miss Evelyn Moton, all of Drake’s Branch, Va., stopped overnight with Rev. and Mrs. J. J. Shepperson, of Bristol, Tenn. On her way to Bristol a few days ago, Mrs. Froney Hall got her hand painfully hurt in a car accident. The car, which was go ing at rapid speed, made the curve on Russell St., and as it de scended a steep grade, at the foot of which a train was cross ing the street, a woman in the rear seat screamed, the brakes failed to work, the driver be came unnerved, and turned the car in the high embankment. The car glazed a telephone pole, dashed its length up the steep embankment and fell back to the curb. Mrs. Hall, in an effort to prevent her granddaughter, Daphne, from jumping out, caught her hand between the car and the telephone pole. She was rushed to Mercy Hospital where she received treatment. She is improving though not able to work. Mr. Silas Thompson, of Bat tle Creek, Michigan, passed through here a few days aero enroute to Gastonia, N. C. He is touring in company with; his ; very accomplished wife arid two children. In Bristol he visited Mr. and Mrs. Thompson, of East State Street, and Rev. and Mrs. Shepperson, of Garland Street. After visiting his home in Gastonia, where he had not been in twenty-six years, he will return to Battle Creek' by way of Knoxville, Tenn.
